Oxfam India has, in the last eight months, helped over 3600 workers from the unorganised sector register on the e-Shram portal. These workers are from 46 villages in two districts of Uttar Pradesh—Meerut and Muzaffarnagar. By registering on the e-Shram portal, the workers will now be able to access social benefits and welfare schemes.

On 24 August 2021, the central Ministry of Labor and Employment launched e-Shram portal for registration of workers from unorganised sector across the country. The portal will help to build comprehensive national database of workers and provide a huge boost towards last mile delivery of welfare schemes for over 38 crores of workers in the unorganised sector. Once registered, he/she will get an Accidental Insurance cover of INR 2 Lacs under Pradhan Mantri Suraksha Bima Yojana (PMSBY). In emergency and national pandemic like situations, this database may be utilised to provide necessary assistance to the registered workers from the unorganised sector.

An unorganised worker is any worker who is a home based-worker, self-employed worker or a daily wage worker in the unorganised sector. It also includes any worker in the organised sector who is not a member of ESIC, EPFO & NPS (Govt. Funded), and not a government employee. Only those between 16-59 years of age can register; they should have a Savings Bank Account, and Adhaar card linked to their mobile number.

The Uttar Pradesh labour department also initiated the registration process on 26 Aug 2021. Though the government announced that workers can register themselves in a nearby common service centre or on the e-Shram website, there was not enough information or awareness on the process and the documents required.

So on the one hand, Oxfam India started holding meetings and sessions with communities to create awareness and disseminate information regarding registration in the 46 villages. On the other, regular meetings were held with the district labour departments; the challenges faced leading to low registration and the idea of doing camps with the official from the Centre was also proposed. We held camps and our community mobilisers have continued with their trainings.

Till date, 3607 workers from unorganised sector are registered from our intervention villages and documents of 240 workers, as per the requirements, have been updated. They too will soon get registered. The district Labour Department has been very appreciative of our efforts and this has been a huge boost for us to continue with the awareness and the training camps.
